My friend and I have both been whitelisted about a year, we're roommates and due to our IP being the same, one of us will get 'Connecting Failed' while trying to get in, until one of us spoofs our IP.

Could this be changed so that any whitelisted IPs can join regardless of how many connections from that IP there are? Or maybe put a reasonable cap, whatever you think is best. Thank you

Will look into the issue, not sure if it's a game server issue or an admin issue.

I think it maybe a steam issue. Me and my son had the same problem, it's a setting you have to change the client port on one of the machines. Add +clientport27006 to the launch option for the game. If that doesn't work try google.
